Although U.S. markets have recently shifted to T+1 settlement, he pointed to the real possibility of near-instant settlement, or T0, for certain instruments using blockchain infrastructure. On-chain delivery-versus-payment and receipt-versus-payment mechanisms could close the gap between trade execution and settlement. According to Atkins, this gap is where systemic risk is introduced. Compressing or eliminating it would significantly reduce counterparty risk, streamline clearing and settlement, and improve overall market stability.
